A practical document checklist for a completed Business Bay resale apartment: title, property report, unit map, e-NOC, service charges and transfer evidence.
A completed Business Bay apartment may look straightforward because the building already exists and the unit can be viewed. The main risk is assuming that the listing, seller’s documents and official property record all describe the same transferable asset. Before committing to a resale, build one file that proves the seller, unit, registered rights, building costs and transfer requirements.
The checklist below is designed for a buyer preparing for a Dubai Land Department (DLD) transfer. It does not replace the trustee’s current requirements or legal advice for a disputed, mortgaged or unusually structured transaction.
Obtain the seller’s current title deed details and verify the property identity through the available DLD channels. Match the owner name, building, unit number, property type and any stated shares or rights against the memorandum of understanding, broker documents and your inspection notes.
DLD’s completed-property sale service requires identity evidence for the seller and buyer. It accepts a valid passport for a non-resident foreign buyer and requires an electronic no-objection certificate from the developer in freehold areas. The transfer produces an electronic title deed and map.
DLD’s Detailed Property Report is useful when a buyer needs more than a copy of the title deed. DLD says the report can include the owner, property, mortgage, seizure, suspension and project details for one property. Ask which party can request the report and make its receipt a pre-transfer condition when those checks matter.
A report is a dated record. If the transfer is delayed, confirm whether the trustee, bank or adviser needs refreshed evidence.
Do not rely only on the unit number printed in a listing. DLD’s Property Map service covers registered-unit maps, shared-area maps, and maps for additional parking spaces and storage rooms. Compare the official map with the apartment you inspected and with every claimed parking, storage, terrace or exclusive-use area.
If a feature is not shown as part of the unit or separately documented, ask for written evidence of the legal right to use it. The Business Bay view-verification guide explains how to keep a marketing description, physical inspection and contractual view evidence separate.
DLD lists the developer’s e-NOC as a required document for a completed-property sale in a freehold area. DLD’s investor guide explains that the NOC is used to confirm the seller has paid service charges and that there are no offences under the applicable jointly owned property rules.
Keep the e-NOC, any service-charge clearance and the agreed cut-off date together. A current NOC does not replace a written settlement of utilities, district cooling, tenancy, access cards, move-in deposits or other building-specific balances.
Check the relevant project, use and year in DLD’s Service Charge Index. The index shows approved service-charge information, but the service itself warns that the displayed charge does not include arrears. Ask for the seller’s latest statement and clarify how the parties will apportion charges around the transfer date.
Use the Business Bay service-charge comparison method to compare recurring charges consistently. For chilled-water obligations, also follow the Business Bay district-cooling checklist; account structure and settlement can vary by building.
| Document or check | What the buyer should match | Why it matters |
|---|---|---|
| Title deed details | Seller, building, unit and registered property identity | Anchors the transaction to the official record |
| Detailed Property Report | Ownership, mortgage, seizure, suspension and project details | Surfaces restrictions or interests needing resolution |
| Property map | Unit, parking, storage and shared or additional areas | Tests whether advertised spaces are documented |
| Developer e-NOC | Correct seller, unit, validity and transfer purpose | Required by DLD for freehold-area sale registration |
| Service-charge evidence | Approved rate, current statement, arrears and cut-off date | Separates the annual budget from seller balances |
| Sale agreement | Price, deposit, completion date, vacant possession, defaults and refunds | Allocates the commercial and timing risks |
| Transfer instructions | Trustee, payment instruments, bank or mortgage steps and party attendance | Prevents a document or payment mismatch on transfer day |
If the apartment is tenanted, verify the tenancy documents, rent receipts, deposit, notices and agreed vacant-possession or tenancy-transfer position. If it is vacant, record keys, access cards, parking remotes, meters, move-in rules and the handover condition.
Ask the building manager or developer which balances or forms must be cleared before access or account transfer. Treat verbal confirmation as a prompt for written evidence rather than as completion of the check.
DLD’s Property Sale Registration service routes completed-property transfers through Real Estate Registration Trustee offices or Dubai Now. The service states that the documents are checked, the transaction is audited, fees are paid, and the electronic title deed and map are issued. If a mortgage, company, power of attorney or other special structure is involved, confirm the additional current requirements before booking.
For a price sense-check before signing, use the Dubai property valuation guide. A valuation is evidence for decision-making; it is not a guarantee of financing, resale value or future return.
Keep one dated folder with the title evidence, official report, unit map, e-NOC, service-charge statement, utilities and cooling checks, inspection record, sale agreement, payment instructions and trustee confirmation. Use the Business Bay Community page for area and property context, then keep every commercial term tied to the exact apartment.
